You can get a hat by pressing the "F2" key and select your hat in the menu.
ADVANTAGES:
The script automatically saves each player's selected hat to a configuration file (.cfg), and you cannot select your hat every time. This way you don't have to choose a hat every time because the system remembers which one was selected last.
DISADVANTAGES:
You can only choose from the existing hats, you can't expand the hats unless you dig into the code.

You'd think the guy would want to mention that this script has a language setting too.
Because, it does!

Even still, file cs2d Hat script v1.0 is better in every other way, so unless language support is important to you, there's no other reason to use this script.
